Undercover New Jersey conservation officers caught the captain and first mate
aboard a NJ party boat deliberately killing undersized summer flounder and
filleting them for bait to boost patrons chances of landing the popular fish.
They now face thousands of dollars in penalties for a variety of marine fish violations.
Five patrons also were hit with summonses.

and the penalties they face, visit -

2/2008 thru 2009
The NJ DEP Division of Fish and Wildlife has implemented a angler survey
to collect information on certain marine fish important to recreational anglers.
Current data collection efforts for recreational fisheries are hindered by sampling
only a small portion of the fishing public and from collecting only minimal data
on discarded fish. Information collected through this voluntary survey will
provide data which may support alternative management strategies that increase
fishing opportunities for the public.

The survey is located at
www.njfishandwildlife.com/marinesurvey08.htm on the division's website.

Anglers are encouraged to submit a survey whenever they return from saltwater fishing.

Ocean/Bay Fishing TIPs - ! !

Avoid fishing two days before the moon or two after
because of the strong current.

Mornings offer some of the best fishing, typical in the sport,
[exception - Bigger Bluefish ! / Stripers ? at night]
but also because of calmer seas with lighter, west winds that are prevalent.
Stronger winds and southern breezes that pick up seas can increase by the afternoons.
Late in the day or toward dusk can also offer a better bite, like in most fishing

             BlueFish

Best Fighter   n   Runner [ pound for pound ! ]
[Usually U chase after it, up and down boat].
They CAN/WILL bite off YOUR finger or piece of your leg, etc.
with VERY sharp Teeth !

Most aboundant Summer fish off NJ,
bigger ones [10, 15, 20 lbs.! ] caught at night; but the tast awful
Smaller - under 7 lbs taste like regular fish

Boat anchors and then chums,
[ It is crowded rear of boat w nasty unhelpful Fishing Pros ]
Left ? side [ ask Mate ] rear up-to midway is good spot.

Blues - swim in mid depth to top,
Cut bunker is supplied by boat. [ Lures used only when finicky ]
[LURES - cast metal jigs like - diamond jigs, Ava jigs, Krocodiles,
Red Devil Spoons or all imitations of baitfish]
Mate Chums from front of boat using ground-up *SMELLY ROTTEN* fish
producing a slick difiting from top to max *MID-depth* past the back of the boat.

OVER-USED Boat rental pole w reel [open bait type] available at $5..
20 lb. line is perfect using no or small on line sinker
[ Tangles are inevitable !, mono filament can be untangled quicker ]
[ Spiderwire usually has to be cut or IS a PIA to untangle ]
[ Spiderwire NOT allowed on some Party Boats ! ]
[ Its Hell when it wraps around n fuses to the propeller ahaft ! ]
MUST-Have/use a steel leader - Which is harder to bite thru
*Weight ?* - Ask Mate how deep water is,
[ Small line sinkers n hooks and steel leaders r hard to find but can easily buy on the boat ]
Use NO weight or light enough [on line] weight to * float-with n stay-in the chum area *.
[usually bait is closer to boat than U think - Keep Letting line out Slowly ]
NEVER ! wrap Your finger around the Line !!
Savage Strikes ! are the norm - U WILL ! know when a fish IS ON ! !
with Reel screaming out line lock spool and Yank - - - IT WILL ! yank back !! YAHOO !!!
ENJOY ! Tight ! Lines !!

7 pound Fish or less is better to eat, bleed fish out - immediatly after catching.
OVER 7lb.- Cut out / discard the GAMEY dark meat.
[ other meat can be soaked in milk [removes oil] for 10 min.s b4 cooking ]
[I do NOT recommend cooking Blues in its own juices - let it drip off n awy from.]

[ The Boat will take any fish not wanted for chumming ]

Buy Dramamin [SeaSick pills] if not the waves - THE SMELL of Chum may get U sick !
[ Take Pill B4 or starting to think U will get sick !! ]
BRING - Longggg pliers to safely remove hooks n Med. large towels while fishing r a must
rubber boots or OLD sneakers r good too,
Have plastic bags for dirty, bloody, SMELLY-scaly clothes afterwards.

You NEED ! to Try/Go ! BLUEFISHING ! Take a Kid[s] n Buddies !
They will NEVER ! Forget It !!!

Spring - Striper / Rock Fish

Best Striper time in NJ's Salt Waters is MAYs end and June !!!
May 14, 08 WAS the BEST Striper Day, then weather stepped in
6/12 30 to 50 POUNDERS being caught !!!
Jully 11 water is getting near 70 degrees only native stripers stay

SURFing ? - for them - Fish around Tide changes with west winds and NO Full moons

- Good Fighter and Great tasting fish [small & medium].
20 to 40 lbs are usually not eaten - OLD fish and Maybe too many PCBs

Early season run in May, 51 - 61 deg. ocean temps and shorter run
[ 50 degrees or colder and they are gone ! ]
after 2nd full moon in October/Nov. [shorter run]  64 to 51 temps.
Day time better to fish with bait casting open face reel;
Bow or stern corners best spots on boat - NEED space to throw
away from boat out of boats light to catch them.
[bait is attracted to lights but spook stripes]. Bring bunker heads
if you can find them; Klondikes and 8+oz jigs can be used
I recommend - a sinker slide [with sinker clip]
it'll will allow the stripers to pick up the bait without feeling
the weight of the sinker and seems to work better when the fish are “picky” or not biting aggressively]

The boat will be run to the school and set up on the drift in an attempt
to place the vessel on the path that the fish will intersect. After the first couple
of drifts, the direction the school is heading will be certain, and the boater
will keep circling around ahead of the school and setting up the next drift,
so the school of fish comes around and underneath the boat, without the boat motoring
through the school and scaring them off.

Blues and sometimes small stripers will swim toward the top,
and bigger bass will hang toward the bottom.
The bigger bass pick up the scraps of bait and injured baitfish that fall to the bottom,
letting the other fish do the work of harassing the bait on top.

Fall - Striper / Rock Fish

Traditionally that time is the third weekend of October, but not the past 2
Bait WAS there ! but too warm for the fish 70 degrees.
Mid 40s Stripers leave !

Avoid fishing two days before the moon or two after because of the strong current.

Watch the weather before you go.
It might be blowing 15 to 20 knots, and when winds are with the tide, all is well.
Wind: outta the NorthWest which is perfect
But when the tide turns, you could suddenly be in 6- to 8-foot breakers
before you know what happened

Look for clean water, because it can make all the difference.
Stripers need to see your bait to feed.

The tackle is also fairly simple, a Fresh 20-pound line, spinning;
[Shimano 3500 bait-runner reels, which have a great drag system, on 6-foot,
fast-tapered rods.
I like the fast-tapered rods because they have a light tip that allows you to
see a bite but also a strong backbone to fight large fish.

This rig consists of a slidethe actual fish finder that holds a weight
with a clip but also allows the line to freely slip through, so bites can be felt.
The fish finder is placed on the main line above a swivel.
On the other end of the swivel a 3+ foot leader of 30-pound fluorocarbon is
tied to a 4/0 Octopus hook or 5/0 Gamakatsu hook

We take a bushel of fresh clams and shuck them, saving the shells for chum.
While on the water we use an old baseball bat to break the shells for chum
every so often to lure the fish in.
We also occasionally smack a whole clam with the bat and toss it in the water for chum.
Half a shucked clam is globbed on the hook and cast out into the chum slick
with just enough weight to hold bottom.
Keep no slack in the line, and hold the rod. Its now a waiting game.
As soon as you feel something bump the line, set the hook.
The bass will just inhale the clam. And the fight is on.

Water in the lower 60 degrees is the magic number both to begin the striper migration and chase other pesky bait stealers out of the bay.

Stripers hang around structure, whether its a channel edge,
rock pile, rip or rough bottom. Chumming with clams and fishing with clam bellies, the gooey green,
black and brown parts of a big surf clam that nobody wants in chowder,
is the most effective way to draw in these large stripers, Fred said.

But there are things to keep in mind. The current shouldnt be too strong.
Fast-flowing water will send out the chum too quickly and too far,
and will also prevent anglers from tossing baits far enough so that the hooked clam
is sitting in the chum slick instead of underneath.
The baits should be cast as far as possible for the same reason.

Fred doesnt recommend fishing at the bridges.
Bridges are built at the narrowest stretches of water. The current gets bottled
up and pushes through the area faster than at other places.
Bridges are good for other types of striper fishing, like casting bucktails
or lures. But not dunking a clam.

             Fluke

*** BEST Fishing Fluke is May to July 31st ! ***
[2009 it was later]
[Congregate in warmer bay waters until 70 degree water - then they spread out in ocean]

1st 2 weeks in Sept 07 was biggest/best FISH but Hurricanne moved them out after

*** My Last 2008 Party boat, I caught nothing until given a few
** Berkly Gulp - MULLET **
Flourescent Yellow rubber artificial scented bait and then caught 3 in a row !
outfished - - - cut bait and lures on the party boat 7/2008

I HIGHLY recommended - sinker slide (with sinker clip)
it'll will allow the FLUKE to pick up the bait without feeling
the weight of the sinker and seems to work better when the
fish are “ picky ” or not biting aggressively]

The boat will be run to the school and set up on the drift in an attempt
to place the vessel over the path that the fish are sitting.
the Party boat will keep circling around for more drifts, so the school of fish
are underneath the boat, without the boat motoring through the school arent scared off.,

Best to touch **FEEL*** the dragging on bottom
***Critical*** [ ADD *Just-Enough* weight to *Just-FEEL* sinker dragging ! ]
and lift rod 6 inches every 30 seconds, weight will disturb sand
and fluke will wake and see clam stip with a Killies on it and bite.
To catch LARGER minimum size 19 in. fish USE 2 Sperring and a larger Squid strip
SOAK the bait in Fish Attractant the night before
